Walkie Talkie - Chapter 2

Chapter 2 has a spot to place a walkie talkie, I used it in Chapter 1 for a short moment, but then it appears to "Vanish". Where is the walkie talkie at, to use it in Chapter 2?

So I tried starting back at chapter 1 right after the intro, they use the walkie-talkie, and get no response, and after getting all through chapter 1 again, when you get to the room you use the walkie talkie in, the walkie talkie suddenly appeared..

No idea why or how, but I'm glad it did. Seems like the walkie talkie is still bugged, having to restart chapter one again in order for it to work correctly.
