Troubleshooting this kind of thing on PC is always a pain, especially since every other game I have works fine. At this point, even an error message or a crash log would be more helpful.
I might just wait for a patch or something. Thankfully I have a lot to do and I'm in no rush to play the game.

If you go to your documents folder (C:\Users\XXXX\Documents\korra) you will find two files. gamedata.dat and SystemData.dat.
Delete the SystemData.dat and try and boot the game. The game will boot to the menu and work from then on! At least my one did. It seems there's something wrong with the settings that Steam assumes for the installation. I did this myself and I only need to delete the SystemData.dat file once. Give it a go and let me know if it works!

EDIT: I tried launching the game right after I posted this and it's working now (didn't change anything as far as I know). What the heck?!
I followed the above steps though where I deleted the SystemData.dat file from the Korra folder within Documents and eureka! It now launches no problem! Thanks for the help.
C:\Program Files (x86)\Steam\steamapps\common\The Legend of Korra
Then right-click on the LoK.exe file, and "troubleshoot compatibility". Let it recommend a setting, for me it was Windows XP (Service Pack 2), and then start the program. Runs like a charm! From there you can have Windows automatically run the program with those settings permanently, which will even translate to Steam, so you can launch the game from there as well.
