Because what can they say? Nothing the devs say will fix this. They were clearly hoping that they could milk the Power Rangers IP since the TV Show is done for Power Ranger fans are starving for anything Power Rangers.
Best to just refund the game if you bought it and move on while remembering the dev/publisher for any future games since both of them gave this the green light.
Different move sets should be a given, not a damn exam prompt to be researched.
