Major Stuttering and Slow down

I have a pretty good PC. with a RTX 3080 and a Ryzen 5 5600X.
I am having major issues. is anyone else having the game stutter and experience slow down?

the times where the game stutters and slows down for me is specifically online where as the rest of the game works fine

The stuttering and slow down happen from the title screen all the way through.

What frame rate are you running your monitors on? I've got a Ryzen 9 7950X with RX6950 XT, and it was stuttering, like a consistent go go stop, go go stop... but I swapped my monitor to 60 (from 144) and that cleaned up. Didn't try 120. Could be it only deals with multiples of 60, could be functionally locked at 60 and screen tearing/stuttering happens outside that. Or maybe my system is weird.
