Where did they say something like that ?
Everyone seems to forget even TMNT had issues with desync, joining game to a blackscreen with sound, level breaking bugs, invisible bosses, teleporting enemies... took them time to patch it all and it still happens from time to time. Granted TMNT launched in a better initial state tho, I cant deny that.
PS: *cough* Cyberpunk 2077 *cough*
Name me another similar game where characters move sets were changed in a patch. That literally never happens. It would take way too long.
It's part of the design of the game to have all rangers being just some "skins" they already have individual visual effect for the special attack and the way they fight it's quite not the same from one to another.

what do you expect now except bug fixing , probably more settings and online optimisations ?
We have to wait now to see if they're gonna make something "more" for this game (DLC, survival, arcade mode etc)

Sounds like this should have been an EA title because if you don't even have your characters fully built why even release the game.
What would be the difference ?
Devs made improvements of rangers after feedbacks of players, when these players could play the game at the release.
They could have delayed the game by 1 month and you still have the slow rangers I guess.
I have to disagree that they play the same. Similar? Yes. Not the same!
The rangers do have slight differences in the way they play. Dash attacks are different on some rangers. Some slide some kick. Some seem to have a bit slight range advantage (Billy) on the combo hits. Some rangers have longer first strike. Compare Kim, Jason vs Trini first attack. Jason lunges forward to hit, Trini palm hits from her current placement.
And notice if you press Forward + Attack - Jason does a different punch than when standing.
Same with Kim - Standing attack is a Punch, but Forward + attack is a Kick.
Meanwhile Trini has the same attack in both cases.
This so far I managed to test quickly right now literally as I write this. There are differences for sure.
Edit: could be just clever animation trickery but hey... it works.
Edit 2: Zack and Billy hits front and back enemies with his axe/trident. Now that's a difference worthy of pointing out.
Edit 2.2: Ok so it seems all rangers EXCEPT Triny have the back hit property on the last combo hit. Or atleast her range is far worse for the back hit.
But yeah they do play similar so it's hard to tell the exact differences.
The drop kicks play noticeably different aswell (the move when you drop directly down in the air).
For example Trini's is a 360 degrees spin with the power daggers (which is pretty good), whereas Tommy's is a leg drop that's much harder to hit targets with and hits in a smaller area (and is probably one the clunkiest drop kick moves of all the Rangers).
I am not sure how the damage is though; I think it might be the same?
Stuff like this would be a good opportunity to add some individualism to the Rangers without changing the move set; So in this case you'd make Tommy's dropkick hit harder to balance of the fact it's harder to land (literally 😂).
There should be differences between them and more moves to earn.
I wish there were more unlockables.
