some pixels like SNES is fine, more than that yeah it's a bit off putting.
If this game came out on the snes, it would have been well received. Only the "pseudo-3d-cgi" scenes (megazord) are a bit questionable in my opinion as they break the general art style.
Unfortunately we are not in the snes era any more and some things don't work as good nowadays as they did back then. Shredder's revenge understood that and hit quite the right buttons here. This game on the other hand did not.
This game's problem lies not in the graphics but the actual gameplay. Speed, movement set, variability, length...
Those are not technical issues but issues in creativity.
The steps needed to save this game are not huge steps. Get the right people together and in a couple of weeks you can save this
SOR4 looks like crap.

thats NOT including max level all 8 characters, the new game plus playthrough, maxing all stats, and buying everything. that can take up to 30 hours
compared to this games 2 hours or so and no level ups, no shop, all 5 characters fight almost 99% the same and only different in super attacks, all you really unlock is green ranger and speedrun mode (doesn't change much really)
I did not purchase the game due to gameplay issuses :(
I'm even in favor of putting the pixel art mode in the game as an "Extra" or "Dlc" like Dragon Quest rpg team did in Dragon Quest XI/S simply for the nostalgia of those who like it, but not as the main game.
Technology is cruel, it improves very quickly, the eyes easily get used to what is most beautiful, making old art demotivating. In the age of artificial intelligence, pixel art games are a visual insult.
No remap and 2 attacks per character?
You probably also listen to shrill, pathetic, tasteless AI-generated music and get on the nerves of people who listen to real music that they should also submit to transhumanism.

I'm sorry for this review, I would like to have a good evaluation about it, but the Pixel Art design in games is something that I really feel somewhat uncomfortable with. It's not that I want to, it's something automatic in the brain, my mind simply can't find it beautiful and motivating anymore after so many games with modern and current visuals. Streets Of Rage 4 created a pattern in my mind, a pattern where inferior games visually make me lose interest in experiencing the game.
I would like you to give us the opportunity to play a game from your team with a modern and up-to-date look at some point, I'll be looking forward to buying the game the day you release it.
