Report a translation problem
WoV is the first one, and SF2 Vietnam is its sequel. As in, the WoV has problems with compatibility with modern systems, whilst SF2 Vietnam has less problems, and runs better.

Your OS must on good old "Windows 7/64" for full access to Strike Fighter series, and trouble free compatibility.
Firstly, for Wings over Europe, you still need to install the last game patch which seems not included in the Steam release :

You need to get the voodoo patch :

Get the files "dgVoodooCpl.exe" and "dgVoodoo.conf" from the root and the "D3D9.dll" from MS.x64 folder and put them in your game directory.
Launch the "dgVoodooCpl.exe" file and select the option seen in this video :

Apply and Ok, it should have generate a "Ddraw.dll" file in the folder.
You need the enbseries patch, not the generic version (just tested it too, I got some textures flicketing), I use this one :
