Check the tasks section in the menu. There are multiple recipes gated this way.

Now the question should be "WHERE" can we make the refined cobalt? I have it available to make, however, it does NOT show up on either of my workbenches!

You need to find some sulfur

And build a "part producer" to unlock the BP for the refiner ... my tipp is build everything new which shows up in you build menu to unlock things. You can disassemble the building and get back the ressources. But be warned: If you disassemble a building which has "content" (eg. a Forge, or Refiner) the content gets lost! I made this mistake after building the refiner and found out it needs water. I disassembled it and forgot that my whole cobalt was in there ... yippieee ... :D ... in reach of my oxygen tank is no cobalt to find ... i build another oxygen tank then to enhance my radius ...
@DEV: If it is possible block disassembling of something which has content, or put the content in the player inventory. For the BP, maybe show them all and gray them out. If you then hover over them they show what to do, to unlock them.

Have you found Sulfur? Finding it will unlock recipes.

wait nevermind it was just that i had mined everything except for cobalt
