Who are the best legendaries?

I dont know what list you were looking at before, but Dominica, Wayne and Luther were always ♥♥♥♥, and never ranked high.

on her own she is soso but for early combos and keep in mind new players.

Kitty's shield is useful and her buff can get out of hand quickly the earlier you can get her down, I've had units dealing 3x+ their base damage with her buff. This list is certainly a little subjective, but Dominica, Wayne and Luther are still a joke, sorry. And you cant deny how cancerous Salma and Harper are, they've been "S" tier since I started playing and will probably always be "s" tier. Also this list isnt just opinion, people on the discord who put it together arent just newbs.

ok it's pro opinion but opinion none the less.
past league 15 dominica dose seem to hit the end of her rope.
but she dose have her use.
time her right for trixi,kitty,scarlet and you can really get off some fun board clearing combos.

you also get parts fast and easy for her at the start.
but again the best unit is the one's you have.
having some list that some pro threw together with no context is not worth much.
depending on the units you have will depend on what strategy you use, so is it wrong to suggest playing with what you have "dominca is early drop" over chasing some units off a pro list costing $$$ in order to even get???

You could if you are early in your progress sure. But there are units that even the rare version might be better. I know for quite some time I kept in the rare version of a character (Faye IIRC) b/c none of my other legendaries were better.

Also looking at my squad - I am not sure if over the last several months Bloom has even been aquireable - I dont have her nor do I have her epic version (sitting on 78,000 points of her rare version). I dont have Yumiko either but she sucks so no loss there.
