Report a translation problem
i know it sound counter intuitve but the game keeps telling you keep a low follower count not homeless( you cant have enought them) but actuall followers...........
try to build where try to have as few followers you get away ( hint you dont need more then 11 for the whole tier1 chain 25 is easier and still fast enough)
I know this sounds stupid but i had the same concerns and felling like until i tried few is more
I've played all the chapters and there was plenty of free space.
as fwoahallo said, you do not have to house everyone. the less you house, the less you must produce. When you house someone with a talent you have plenty of, sacrifice him.

Layout planning is an important part of the game. It may be very important for the next upcoming subchapter. Running a cult sometimes mean that not every of your followers will get a house. They will gladly suffer for Cthulhu!
