Report a translation problem
1.) Like you described, if you go to Settings > Configure Krita > General > Window Tab, and set "Multiple Window Mode" to "Subwindows", you shouldn't be seeing newly opened projects or views as tabs, but as little windows that exist inside the Krita viewport.
Then, if you go to Window > New View, you can create a new view on one of your open projects. You can zoom and pan these views independently of each other, and when you paint you will see the changes appear across all related views.
When you're in Subwindow mode, you can find the Tile and Cascade options about half-way down the Window menu, below Close and Close All.
2.) You can also create a new main window, by going to Window > New Window. This will open a completely separate Window for Krita that will be managed by your OS like any other window. In this new main window, if you go into Window > New View you will still be able to create a new view into any of your open projects, even if they're loaded in a different main window.
This can be useful, for example, if you have a multiple monitor setup - as you should be able to have a Krita Window open on both monitors with a one or more views into a single open project.

So yeah, whatever you're trying to do should be possible with some combination of main windows, subwindows, and views. (It's also possible that we need to improve the intuitiveness and documentation of this area.)
On Linux Ubuntu 22.04, Krita 5.1.5, New View will focus the existing view, preventing me from opening a new one. Bug?
