Have you tried deleting your Krita configuration file? (https://docs.krita.org/en/KritaFAQ.html?highlight=reset%20configuration#where-are-the-configuration-files-stored)
It's also not unheard of for people's 3rd party anti-virus/malware software to wrongly block legitimate programs. Could that be the case here?
And also turned off all anti virus / male ware software. No changes
Sorry, because I understand that this must be annoying for you.
(I'm basically the only developer who actively checks Steam right now, and we do all of our official support on ask.krita.org as well as our IRC chat room #krita on freenode. Both can be accessed through our website, and while the Steam community is good for something and peer support, I recommend ask.krita.org for any major support issues.)
Edit:
I just asked about this bug on IRC, but the only other developer was there had never heard of it. So it's definitely an unusual one, and unfortunately nobody else is online right now because of the timezone difference (it's just around midnight in Europe).
I recommend you take this question to ask.krita.org for official support, or if you're in Europe, you may have better luck on IRC during daylight hours over there.
