Hidden Uriel messages can't be deciphered in remaster with QR reader while I could decipher the messages in original game

If we are talking about the one I think the clock puzzle, then you are not alone, my smartphone can't read it either. Anyway it is the same message with the same solution : July 20th (vii, xx).

That's odd. I was able to read that one with my phone. My phone was also able to read all the other Uriel ones that the game doesn't decipher for you. Might be the camera or might be the app. It's also possible there's something like a single wrong pixel in the QR code that some phones correct for but others don't.

Could also be rendering. Different upscaling used, different resolution, my guess is as good as yours
