Is this a random drop or do I have to do something to get it? How much past level 20 can I go?

Its random and they are a little rare - however some of the secret chests found in secret areas in town have a hi-probability of containing them also - "Find Black Orb" quest is side quest designed for those who enjoy going deeper than necessary, mostly for pure dungeon crawling pleasure - Black Orbs can be used to enhance existing items with one additional random special attribute. (many black orbs can be used on an single item to change and upgrade exisitng stats)
