So I got to the quest where I have to find her and I got into the Shad headquarters and looked through the entire thing (even got an Odin piece) and I can't find her anywhere. Am I doing something wrong?

Is she located in the randomly generated Passage?

Tina is located... in a room behind a secret wall - to open fly your "vampire gaze" through the vent behind where the crow was talking when you first entered the restaurant basement - then trigger the electric switch when you exit the vent.
