A bug? A silent run upgrade does not work?

I upgraded Cybernetic Leg Prosthesis to the max, but I and enemies could still hear, when walking or running. I managed to finish a game 2 times without it getting all achievements, but it is annoying, that it does not work, it is a waste of praxis kits upgrading it.

Ugh, you know - silent walk/run functions can be turned on and off by pressing F4, if i'm not mistaken. Just saying.

I'll admit. I would think that was an automatic aug, active all the time. But, for some reason, they made it one you have to activate.
