The forward movement is not dictated by operators in that way it is all about input from devices. The cat will either go forward from a button press on the keyboard or a > 0 value from the controller Y axis. I've researched further to try and find if there's any other issues reported like this with unreal engine and there does not appear to be, the only issue that i can find related to this is from stick drift. This leads me to believe it's a stick drift issue (could also be malfunctioning sensors) or possibly configuration/driver issue especially as i've tested with the same controller as the only other person to report this issue and it works fine. I've tested with an Xbox 360, Xbox Elite Series 2, 8-Bit-Do 3-mode controller, PS2, PS4, PS5 and a generic controller and they all work fine, also i've seen a ton of other people play with a variety of xbox controllers with no issues.
The picture you show from what i've seen appears to be from the Xbox console? so my assumption is that should only effect the calibration on the Xbox rather than the controller itself, also it looks based on the picture you do have a bit of stick drift.
If it's possible it would be good if you could try with another controller and/or another computer as that would help find/narrow down the cause.
I have deleted %HOME%\AppData\Local\OnlyWayIsDown folder.
May be first hour release have configuration bug.

That bit stick drift is ok, hardware noise.
