Space Shuttle not spawning?

I've been to the location where it is supposed to show up as an orbital encounter, but nothing happens.

I did read that you might have to talk to the person at the military base about the ability to have a fleet first, and I have done that. I have tried looking for the shuttle before I have multiple ships and also after, and it never spawns or the event never triggers.

Am I doing something wrong, or is it bugged?

Ah, I discovered that I had to talk to an alien about salvaging things in orbit before the event triggered..

If anyone else is trying to figure out why it doesnt show up, you'll find the alien on the rimward side of Kursha space at their major trade port.
