Indeed still an issue after a couple of reboots. PasteBin link below to my log file. Hopefully it gives an indication, only thing that caught my eye was "System.IndexOutOfRangeException: Array index is out of range.". For this logfile, I loaded the game, tried to download a colonial map from yum (it immediately reverted to saying "download" again). then exited. Still the same issue where new map previews wouldn't load in either.

That's the same URL the game would load to retrieve a thumbnail image for a map. Of course the bigger problem is not loading the metadata file. You could start by renaming this directory on your machine: c:\Users\YOUR_USER\Documents\creeperworld3\colonialspace. That's the directory the metadata file downloads to. If you still can't download the map index, then it has to be something between you and the server that is stopping it (the metadata file downloads fine currently).
