The fact that they just don't get anyone to fix this or just allow the community themselves to maintain it like they do for L4D2 is kinda embarrassing.
The source port version that came bundled on the HL2 Game of the Year edition pack has the working version included.

No, it's a bug. The GOTY version has shiny surfaces but they look correct. They don't render correctly in the newer version because they broke a bunch of stuff when they updated the source engine itself.
Update to this post actually.
As i watched my friend play through the game we did notice some bugs!! Most notably that one where that green tentacle monster thing does 0 dmg. We did notice that (he played on hard mode) the military dudes were all tanky as hell. We only encountered some minor graphical bugs. The map got all stretchy at 1 point but other than that the only other REAL thing we noticed is the floor looks like it was polished by the same people who polish Mr. Cleans head. I dont know who mopped that floor but they clearly need a raise.
You can either disable the shiny floors or run the game is Dx8 which will fix how they're supposed to look.
drop the console down and type "mat_dxlevel 81" without quotations.
