Help with HD texture mod

Im trying to install this texture mod ---- https://gamebanana.com/skins/download/15204
I did everything It said but it still does not work, why wont it work, do I need to enable something, is there a setting I need to switch, or am I just doing it wrong, this is what the install instructions say
Place the \hl1 folder in the following directory:
C:\Program Files\Valve\Steam\SteamApps\<steam username>\half-life source
where C: is the name of the drive you have Steam installed on.
I placed them there, ran the game, and still no change, it does not look anything like the video of the texture pack

I even tried the same chapter that he is on and it looks nothing like his, how do I make this work.

As far as I can tell the mod is broken. Blame Steampipe for that.

None that I know of. Half-Life Source modding isn't very active.
