As for bugs, sadly it is much easier nowadays to provide patches to sold games than it was when games were sold physically and thus made it quite "normal" to have buggy releases - though of course would be much much better without a lot of those (but is, sadly, normal nowadays).
Early Access is usually just an indicator of still missing planned features and potential heavy changes, rather than bugs, sadly. So while I do agree that I would prefer it that way, it is not the standard, sadly, so it would be weird to really expect that - or rather be disappointed by that expectation, as it is (again, sadly) custom for new releases to be buggy nowadays, regardless of early access or not.
So while I haven't tried out the game myself yet and can't comment on it's buggy state, or how impactful those are, I'm fairly certain that this game, like many many others as well, will, somewhere in the future, have a bigger discount at some point in time - and hopefully squashed most bugs by then. So my recommendation would be, especially if your personal preference is not aligned with the top down view, to wait a while before purchase. (Not all games need to be purchased on release, or close to it, after all)
As for the pricing (from just description an images seen, as I haven't given it a try myself yet) it seems to be in the average range honestly - atleast where I live. So I doubt a direct price change will occur and at most just discounts.
Worst case, if the bugs are more the point of being against the purchase, rather than the pricing, then I believe steam still has the time range and playtime range requirements for automatically accepted refunds (haven't kept up to date, so I may be wrong) but if that is the case, you could still purchase and give it a try. If it were too buggy for you, in its current state, a refund would still be a possibility. Just ensure you do not break out of the requirements to be eligible and hope to have seen enough by that time.
