best/fastest way to farm event hats?

go to an area such as the the cooking area and just ask , most people have the 20 hats and are more than willing to give whatever you are after , you only need to have a hat to trade ,

i only have 3 hats and im trying to get all hats with limited time thats why im asking

Every time you earn xp you have a chance to drop a hat. So whatever gives you xp ticks the fastest would be the best way to farm those hats.

Fighting lower mobs, or gathering on the hopeport beach on one of those fast routes would be my choices. But anything works.

PS: doesn't work on passive skills offline (or passive skills online for that matter). Not sure if venture ticks works, too small sample size, and not paying attention.

Cooking is probably the “best” way, but that’s going to get boring. Just play the game. Any form of active xp will give you a chance for a hat. I got 20 hats (with dupes) in 8-10 hours of normal gameplay over 2 days.

I’m now at 23 hours played and have enough hats for almost 3 full sets. Unless your play time is extremely limited over the next 2-4 weeks, I wouldn’t worry about it.

It's based on your KP gains. Foraging and completing contracts are the fastest known KP. Honorable mentions to doing combat and making potent potions.

You need to do whatever gives you any value of exp the fastest. Cooking is slow because you get all your exp at the end. Same with merchant. What you need to do is something like leatherworking or carpentry, where you get exp for each step. Increasing your chance at gaining. The gathering professions are good, too, if you do ones that have good respawn rates.
