There are no repeating quests, and and you can freely level up any stats.

Which quest are you talking about? Are you talking about the main story quest? It currently has no end because it's ongoing, but the side quests have an end to each of them.

If you meant bounties for cooking it's based on your cooking level, and only gives you bounties based on what you can cook

There's no repeatable quest in this game, but bounties yes. "Why we play this?" Well, tbf, there's no point. But some people just play any game. And in more general view, playing game has always been pointless just wasting our time for something useless no gain or use for our temporary real life, so...

The first quest with the Ship. After i complete it i got the same quest again and no quest exp or money after the end.

Yes i have to do it again and again . i talk to him and the Captain has nothing to say and when i leave the quest says go to him and talk to him .
in questlog is another option but it goes back to the Captain Talk option after i leave the ship.

there are more steps needed to be taken in order to progress.

Are you on the part where you have to take off all your armor, and maybe weapons, in order for him to trust you and talk to you? Or are you at the part where you eat together and have to carefully pick dialogue options to advance?

The game is pretty direct about how to handle this.
