This is a story driven MMORPG, maybe if you follow what the NPC's tell you and read the quests you understand what to do.
You'll need lvl 25 fishing to get the correct fish so you can retrieve the cargo on the fish vendor

This. I have been trying to figure this out myself but I will fish since that is what needs to be done. But yeah thought it was 2 paths too. People could be less dickish with their replies. Least got the answer

The gang is located behind the locked doors. In the alley that is north of the lvl 20 passive combat training area. (those louses)

I think one thing people are missing here is that the quest log doesn't make it clear that you need to catch the fish first. I was under the impression I could at least find them for a while, and kept trying to find them so I would know where they at least were.
