The trowel can be purchased, for 46 silver (as I recall) from the merchant that handles foraging. For location, go to the main square, go east 2 (where the gates are), then take the door on the north, east end.
my suggestion is to do back and forth in foraging for the ingredients for health potions (which you need anyhow), and doing quick fishing while waiting on the potion ingredients to respawn. Then, only a few transitions away, sell the fish in bulk to the fishmonger. It's what I did, and it worked very well.

If I had to restart now I'd leave hopetown at lvl20 combat and a balance of other skills with emphasis on fishing + chef for a small incidental money making

I got all my tools unlocks so far by performing fishing + chef(and chef board when it resets because of the money and xp burst). However combat + selling to quatermaster or just fishing are good enough. Potion making is not a money maker at all, it is a very important skill but do not do foraging or potions for money. I just unlocked all the professions in chapter 2(requires a fairly expensive tool ^^).

I really believe that pushing chapters tradeskills and combat is actually by far the best money maker. Potion making is infuriating, potions are extremly powerfull but take ages to make, you can't be self sufficient at all, imho it is a skill to passively train until you get longer duration ones.

I save my potions, but being able to do the quick fishing while foraging for potions is good, and, being adhd, I love that it allows me to switch what I'm doing so easily. So, essentially, I'm earning coin through fishing while also prepping myself for the combats I need otherwise.
