Every time the best brewer brews quality 23
Aaaaaah! Yes. So here's the thing: the Bishop's task is not game-breaking in any way. If it didn't happen with this Light Ale, it will probably happen with the recipes or other styles you will unlock. Light Ales - in general - don't have much chance of hitting that 25 quality that easily.
However, if you still want to try and get that task done with, you could try brewing it with all your brewers. It's because the first time[\i] one of your Fermentines brews the recipe it sets the quality for that[\i] brewer. If that one brewer doesn't get a high enough quality score, their following brews of the same recipe will have the same inefficient score. Your only way of dealing with this would be to try and brew with the rest of your brewers until one of them gets a high enough score with their first try.
Maybe have to restart. Probably have to follow the "tutorial" word by word.
Also, 25 is a very good quality to have early-game so keep brewing it and you're golden (literally).
My first brew was 27
Add hops baskets to the brewery, each basket increases the quality by 1. Later you can unlock the mug shelves deco which add another +1 but you need to keep some lights in the room too so you have to balance what you put in the room. Check out the "crown" value when you select the brewer, that's how much will be added by that brewer to the final result.
