Game wont Launch

when i click play it open, it opens but last 1 milisecond and then this show-up "The Program cant start because api-win-crt-runtime|1-110.dll is missing from your computer, Try reinstalling the program to fix this problem." what should i do. do just re install the game or re install arc?
or this perticular game has to start in windows 8 or above? Because im using windows 7.
many new games only operates on windows 8 or above.....
