Where do I find the Whiz Bang Fair? Love this game but wish there was a quest/event tracking system

Where can I find this event, I've seen many characters mention something they'll do or want me to do at the next Whiz Bang Fair, but I can't seem to figure out where or when that is. Maybe I missed it at some point. I know there are post cards for quests, but I feel like having a separate tab with a centralized list would also be helpful. Help please!

the Whiz Bang Fair is our big event you to work towards... its also something I am working on right now! :D ... this part of the game is still very early in development so it won't be released to the public until next year some time :)

Can you tell me if the fair will happen based on time, is triggered purposely, or is always going on?
