So since the update, I can't find the girl that is supposed to give me herbs. Oh and Berry is stuck on Dolly's Stew quest. Anyone else?

Her name's Mabel she's at the community garden in Toffee Top Orchards. Take the path to the right of the community garden. There's a set of bushes and a rock next to the fence, she is supposed to be there. You need to find her for Dolly's stew quest.

How to get to the community gardens if they closed?

Is it a time-of-day thing? I've found her a couple of times, but didn't pay attention until suddenly she wasn't there. But it seems that there a couple of things that are based on what time you arrive to the area (like both drink bars.)
