Penetration Specialization

What does the Talent Penetration Specialization do? Penetration +3 means defence penetration ? Shield penetration? Please elaborate.

Pierces through enemies. Tbh, it's not super useful. Kind of nice against wilders since they tend to swarm you in a line. I wouldn't prioritize wasting skill points on it, but if you can spare em, it's useful. I just hate that there's shock ammo, and then penetration ammo, because penetration ammo is useless when shock ammo is just better in every way. =P The only enemies that penetration enemy might be useful against are wilders, and then shock ammo gets extra bonuses against them anyway.

so Penetration has a kind of "diminishing" return? Pen +1 might be useful, Pen +3 needs optimal setting (enemies in long line). Correct?

Pretty much. On top of that, bullets seem to have an innate chance to penetrate at least one enemy, because you can find yourself occasionally shooting through enemies even with zero penetration sources. IT's just not super useful, except against wilder, and even then the shock ammo is sooooo much better against wilder then the penetration ammo is.
