Stuck on "Far Seer Choose a Path"

I'm trying to go the Akami route but it seems I've soft-locked my game. I've done the robbery but it isn't checked off in quests. I've made up with Vishka but there's no other options. At a complete loss as to whether or not I need to restart from scratch, but I'm not exactly sure what I would do differently.

Maybe you need to go to a Quiet Bay to make a choice

Have you explored all the other options for choosing a path? Mine made me go through all the dialogues for each of the other options before I was able to choose. (I went path of freedom in my first run.)

I replayed the game and figured it out, so in case anyone else has this issue it turns out I had to fully view Leo's relationship scenes before the flag for going to Quiet Bay worked. I don't know if this is always the case or not or if I hit a weird snag, but that fixed it for me.

For me it worked to finish all options and opening the Left Menu with the potion to trigger the event AT QUIET BAY
