At that point, the DLCs would end up costing way more than $10, because of how much effort had to go into each one to work with all existing and future items.
I definitely wish you could use all the different colors with different items, as then you could have the pastel yellow match the yellow sweater. But unfortunately, I don't see that happening as it would require too much work.
Players just want the sweaters on all the skins and they want Tiphanie to have pastels and sweaters. I mean the issue that you cannot have a pastel color with a sweater is kinda stupid, and the DLCs do not mention that they are not compatible with each other. Kinda stupid oversight at best, or at worst they knew that people would be upset and they did not care, and just wanted the cash grab
