What is the ideal player count? Does it work well with 4-5 players?

if you got 4-5 then just make it 1 dissident and maybe tone down the amount of jobs

yes or just bump up the amount of jobs needing to be done which gives the solo dissident more time/options to hide things or meddle about/cause chaos.
