Shoddy programming on the localization settings.

The game completely ignores preferred/current locale settings in Steam, and current UI language/preferred language settings of Windows. For some unearthly reason the game chooses what language it will show based on the REGIONAL DATE settings, which is extremely annoying for people who know multiple languages and have a preferred language set to what they want to see their content in.

I had to change my date/time settings from Control Panel -> Region to English (US) to get the game displaying in english instead of russian. Just because I live in Russia does not mean I prefer to have my content in russian!

So that's where it gets the language from.
The second one has apparently a selector in the game and I think it also uses the steam setting
but this game uses indeed the region settings for dates.

This has been adressed in the new version, you can choose your language from a menu now. Plus the game detects the initial language by whatever you put in Windows / MacOS.
