In the archive with the installer, there are instructions that are recommended for viewing.
2. Enable the required game components. (Enable DirectPlay)
Described in the file Installation Instructions - Solving Problems \ Solving problems.doc which is in the archive with the installer.
In Windows 10, search for "turn on and off Windows Features", a new window pops up, under Legacy, check the DirectPlay box, wait for it to get enabled, then start the game and be happy!!!

If you run via steam it forces Win98/ME compatability (which is wrong), and you'll have to change it back again. I tried fixing the install script and reg key, but something Steam does changes it all back.
Install over the game. There are some fixes, maybe this will help.
