Wars in scenario editor

Is it possible to declare war between two civilizations just before the game in the scenario editor?

In Age of History 2, this was possible in the diplomacy tab, but in this part of the game I can only set the relations between civs down to -99, but I don't understand how to set the state of war.

for now you don't, but there may be hope considering rumors about a big content update somewhere in between this month and january, it might be in the next update
