Create flag for a new civilization

I find that customizing the flag of a new civilization is not interesting because the choice of pattern is even more limited than the second game and I cannot import a ready-made flag image.
for example I wanted to create the Carolingian empire and unfortunately I found myself blocked.
Would it be possible to make a mod to improve this?
Other than that the game is excellent!
