Declaring war is "Refused"?
Idek why this is happening anyone know?

Do you have enough diplomacy points and/or a low enough opinion of the other nation?

I did but I think it was because they were a vassal? I declared on their vassal and took it in the peace deal, kinda annoying considering that for me to annex them I would have to declare on them again. I really hate how u can only make claims on only the single country u declared war on.

I'm having the same issue, I cant declare on a country even though I have a terrible opinion on them and we're rivals

Try declaring war on whoever has them as a vassal otherwise idk

it happened to me when i call my ally while declaring war. then i tried to declare war only myself and it worked

that didnt work for me but I just declared on another country until it fixed itself

It seems some nations require even lower relations before you can declare war. I needed -70 relation before I could declare war on one nation
