1. You made a non-aggression pact with a country
2. You are in the same alliance with it.
3. Lucas may have changed the conditions for declaring war :P
Is the nation guaranteed by another nation?
EDIT: I've noticed that the Opinion value isn't consistent depending on whether you right-clicked the country, or if you are hovering over it. This might explain why declaring war doesn't work
If you defeat an enemy lord and annex them, you cannot declare was on a 'vassal' as it still shows the lord being there.
He needs to sort this out.
The vassals should have to go to war on the lords side to probably solve it.

We all know how to play the game.
Look matey! Everyone who plays this game knows you have to have a 30 negative relations to declare war so they were not 'answering the question'. The problem arises with vassals/alliances etc.
You a bit sensitive then?
Edit: It even tells you when you click on 'declare war' what you need!
Shows you are then!
Edit: Look matey! When it's part of the game and everyone can see it, it is NOT helpful just stating the obvious!
