Cannot declare war

After a certain point, I cannot declare war with anyone that has an opinion of -30. It says, "Refused". I cannot find any explanation for this. Any ideas?

check for guarantees and decrease ur opinion of them including their allies and also continue to decrease ur opinion of them and it should eventually let you or if not just wait or save and reload

Maybe you're trying to attack someone whose independance is ensured by a nation you have a peace treaty with. Had the same issue

Thanks for your advice guys. Cardboard, you were right. My relations with the country I wanted to declare war with was -32, but it was +70 with there ally. I attacked another country where my relation with them was -35 and 0 with there ally and I was able to declare war.

Does anyone know what's going on with the mods? Since the last update, I cannot use them. I'm thinking it's a bug, but I wonder if I need to do something specific. Thanks for all the advice that everyone gives. Great community!

Would say that the mods need to be updated to the current game version, like in other games. Just a guess as I have no knowledge in modding/programming and haven't use any on this game so far
