I have seen somewhere in the web that there is an achievement called "Holy Roman Empire", does anyone know what needs to be done to get it?

you need to unite the holy roman empire as a member of the holy roman empire through laws and these laws can be done by spending some gold. you can find the laws in the holy roman empire's menu when you press on the flag of it

I cant pass the second law in the game, any TIPs?

So firstlly I have to collect all provinces, then form holy roman empire as other civilizations and then there will be additional law to unlock?

I am asking because from start it is imposible to play holy roman empire, I can only start as e.g. Bawaria and then collect other provinces.

I am correct or missing something?

Right kick your country
left kick the Holy Roman Empire (which is yellow in color )
you can see some reform
