No you could customize your character as he grow up, but his set apperance was set on stone. 2 and 3, let you pick your gender and that is, same character design.
At least on 1/Anniversary, you could shape your character based on his stats (bulkier and shorter, taller but thinner, and so on) but dunno about this one

i think that is what people are worried about here. That they are forced to play with a character they dont identify with. So the best solution would indeed be a character creator. If that is in the game. Or confirmed to be in there.
If it is in the game. Then this whole drama is moot. Just choose your own character what you are comfortable with.
