I don't think the PC port of Fable 3 is playable on modern PCs? Doesn't it use Games for Windows Live? Its not on Steam or GoG.
Add a Games for Windows Live file to the install directory and run it in windowed and use the Borderless Gaming program so you can have a 60+ framerate that is buttery smooth.
Wild to me that it still works so well, seeing as it is basically the same engine it seems to me like a rather easy job to port Fable 2 over.

Gta 4 in the past too. Now you can play it without it.
It's really stupid to not remaster the series when you're trying to reboot it. Even EA was smart enough to remaster the Mass Effect trilogy while they work on the next game.
You might be able to add the key here on steam, sometimes publishers support redeeming physical keys on steam. Fable 3 was once on the Steam store (not sure if it still is or not)
