Thief / Surprise

Is it intentional that thief (base) grants immunity from being surprised in combat? I finished a run a while back and when I started a new log I was annoyed that I suddenly kept getting surprised, and couldn't recall being surprised a single time the entirety of the previous run. The only difference was I had swapped out my thief. So I made another log (this time with a thief again) and have now gone almost 5 hours in without being surprised once.

If it is intentional, then finally I've found the justification for the gnarly -15% base experience penalty :)

The thief class does have the cancel surprise flag active, so I assume it's intended.
