To avoid having to do this, I don't take any quests that are for floors higher than the very next floor. Every time I complete a quest I teleport back to town to turn it in and check to see if the quest givers have a better selection. If they still haven't given me what I want by the time I finish a floor, I go to another realm and check to see if the quests there have reset to the proper level. They usually have, and I'll continue in there until they also stop giving me the quests I want. If you don't want to hassle with that, the first method should work.
In other words, if you are on level fifty, climb up the stairs to levels 49, 48, 47, 46, until the npc's start giving you quests for whichever floor level you prefer.
Nevertheless, each floor will always have the same difficulty of quests for it's floor. You cannot change the floor 50 quests so that they are as easy as floor 40 quests. The only way to get easier quests is to go to the floors that have a lower number.
If you are looking for some way to alter the game files so that you get level 40 quests on a level 50 floor, then I cannot help you with that.
