Keep within quest: Can't find east sigil

I'm completely lost with this quest I've been wandering the ruins looking for the second sigil where am I supposed to go?

Look up and to the right, its on the opposite side of the top as the west one.

I cant get there, even when I made it to the top of the west tower there is no way over to the east

Youtube has a few results when you look up "Atlyss keep within." Its a little easier to watch it visually that explain it through typing it out.
