Where are new skills learned?

Skills are acquired as a rare drop from scrolls you can find in the Sanctum Catacombs (or later, Crescent Grove). After you reach level 10, each of the guardians will also include quests that train you to gain mastery in weapon types relative to their respective classes. There's no restrictions on what weapons you want to wield with whichever class.

Be mindful, skill scrolls will fill up your basic skills page (that's the same as your novice skills), and you're limited to only 6 free slots. If you wish to unlearn a scroll-given skill, such skills can be removed by right-clicking the icon and selecting remove. You can tell which skill was given to you via a scroll, when there's a tinier scroll pip icon on the skill banner itself.

If you ever find yourself unsatisfied with your choices, Sally sells the Tome of Regret for 1200 Crowns. Using this consumable will purge your skills and refund you of all your skill points.
