While I do agree certain games should have better age verification, how come you aren't saying this about any other Steam Game? Why do you focus in on the one big furry game?
Also there's literally a content warning at the start of the game.
So if any kid is playing this game, it's the parent's fault.

This game was literally made by a porn artist. And the dev made porn of one of the characters to promote the game. And there's a boss in the game that shoots an attack from her tits. And the imp has an emote that directly references a pornographic animation made by ZONE.

The game itself is not pornographic, but there is indeed intentional innuendo and suggestive designs.

The game's 13+... Were you ever 13? Unless you were raised in a goody two shoes private catholic school in a gated neighborhood. You go outside, you see people, you see sexuality. You see XXX stores, lingerie ads, you see smooching and nips on TV, you see drinking and smoking, you see violence and killing. The only way you don't is if your parents never let you outside or expose you to anything... So why demonize this chibi game just cuz it has plump characters that jiggle and dance?

This game isn't dangerous on it's own merits at all. If you think it is, you're a silly prude.

However... there is *one thing* that has me in favor of some steeper moderation as well. Multiplayer servers. I saw some people in a server swapping discords and trading nudes without any sort of asking if the other people were adults. Now THAT is real danger.

Age verification (outside of tapping into a webcam to run the player's face through a government database to check their age) is completely unenforceable. To try and make it enforceable would make it abnormally strenuous for non-minors to access it, causing a loss of customers.
Besides, while the game has suggestive content, but there is no explicit nudity from what I've played so far. The game would likely get a T rating a worst.
Responsibility of content curation falls on the parent, regardless of how incompetent most are, because no amount of censorship or verification systems there are, kids will learn to work around it. That is, unless a parent puts their foot down, which given how obvious the art for this game is, should be easy to pick out. I can understand the plight of lacking a defined rating on the store page, but the artwork for the game does just fine showing what the game contains, enough so to make a descision.

Also: Tawna Bandicoot, and the Trophy Girls from CTR are all stereotypically attractive furry women in literal E-for-everyone kids games. Yes, breast size is bigger here, but I'm still gonna use it as a point.

The game is practically 13+. I been playing games before major ratings was even much a thing which had are parents judge what is or isn't allowed. Censoring something as character design that has no true nudity makes 0 sense. This be like having to add clothing to a animal character in a cartoon that has no bits. If you're not 18+ your not suppose to be on the internet without parental guidance. Also saying a creator did something not tasteful to you with other works doesn't validate the argument to be placed on this game. The game already pre warns what is expected to be seen and rating is already implied. Can't play the game if you can't download it from online services.

To add the age requires 13+ to register online but may vary where in the world. The themes in the game including the Achievement seems to still fall under a teen rating.

I disagree with your statement in the first place but even if it was true that would be a problem for their parents, any parent with half a brain should know to look at a video game and decide if it's appropriate for their kid to play before getting it for them.
