Frequent Frame Skipping

As I'm playing the game, the framerate will drop to 4 frames for a fraction of a second then back to 120fps. It has caused my weapon swings to not register in those moments, and even the enemies' attacks to go through me. Also when the frame skip happens when I am click dragging an item in the menu, it will get stuck on my cursor and it's difficult to fix it. This frame skipping happens every three to five seconds. Any advise on how to fix this? Is anyone else having this issue?
